Billy’s practice focuses on representing public entities such as school boards and municipalities
in cases involving tort claims, constitutional law issues, labor and employment matters, and
other areas of civil defense.
Before joining Coppins Monroe, Billy worked as an Assistant Attorney General in the General
Civil Litigation Division. Prior to that, he worked as an Assistant Public Defender in the Second
Judicial Circuit of Florida, where he represented clients accused of misdemeanors and felonies
in numerous jury trials in both county and circuit court. Billy also worked in the appellate
division, representing clients on appeal in Florida’s First District Court of Appeal.
Billy is admitted to practice in all Florida state courts and the United States District Courts for the
Northern, Middle, and Southern Districts of Florida.
He is married to Kathleen, who is also an attorney, and enjoys running, tennis, and playing
Tallahassee Bar Association, Legal Aid Foundation Thunderdome Tallahassee Class III, Volunteer Lawyer
